Responsibilities The C5ISR Center is soliciting candidates to serve as a project lead in ESIs Exploitation Analysis and Response (EAR) Division, Technical Information Insight (TI2) Branch. Project Leads manage tasks and execute work based on priorities established by the Team Lead and Branch Chief. Efforts are associated with commercial based technology threats, Remotely Controlled Improvised Explosives Device (RCIED), Uncrewed Systems (UxS), (air, land, and/or sea). Solve day-to-day technical and administrative problems to assure timely and successful project completion. Analyze technical characteristics of UxS and Improvised Explosive Devices (IEDs), as well as emerging commercial based technology. Evaluate electronic components and identify associated supply chain vulnerabilities and threats as they pertain to commercial threat devices and materials, UxS, and IEDs. Provide a realistic threat picture to enable and recommend technology testing, training, and Tactics, Techniques and Procedures (TTPs). Maintains liaison, collaboration, and cooperation internally within DEVCOM C5ISR as well as externally with government, academia, and industry in addressing technical and program execution issues. Assesses capabilities and limitations of programs, efforts, and developmental or fielded systems as they pertain to commercial threat devices and materials, UxS, and IEDs. Develops technical engineering assessment briefings and applicable technical training materials to make presentations to high level officials, both within the US Government and foreign countries. Presentations are with emphasis on UxS, IEDs, and commercial threat technologies. Provides subject matter expertise on commercial based technology capabilities and limitations associated with engineering technical assessments/vulnerability assessments, technical training, Provides subject matter expertise on technology analysis, technical exploitation, engineering characteristics, and/or testing associated with various commercial threat technologies; to include but not limited to UxS, and IEDs. Coordinate and interact effectively with a broad and diverse range of individuals and organizations involved with research and technology transfer that range from Conventional/Non-Conventional Forces and the Intelligence Community (IC). Manage, track, and execute projects consistent with cost, schedule, and performance. Maintains technical accountability of all specialized engineering materials and equipment. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (or GS-11 level or higher equivalency) in the Federal Service which includes experience in one or more of the following areas: 1. Manage/track/execute projects related to global, commercial-based technology threats, to include Uncrewed Systems (UxS) (air, land, and/or water), as well as improvised explosive devices (IEDs). 2. Coordinate effectively with external and internal customers, stakeholders, and partners to identify, define, and solve complex and difficult problems/tasks. 3. Develop applicable technical training and briefing materials and/or make presentations to high level officials, with emphasis on commercial threat technologies, IEDs, and/or UxS. 4. Assess limitations of fielded and developmental engineering/counter systems as they pertain to commercial-based threat devices and materials. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-12 step 01 through GS-13 step 10. This position is a TERM not-to-exceed six years position. This position may be extended, without limit, in up to six-year increments. This appointment is designated as a status appointment for the purpose of eligibility for positions in the Federal service in accordance with section 1109(b)(1)(B) of NDAA for FY 2016.
