The primary purpose of this position is to Manage the United States Federal Magistrate Court program; provide legal, administrative, office automation services, prepare, analyze, manage, advise, monitor, and review legal documents; provide legal assistance and guidance to clients for the 11th Wing Office of the Staff Judge Advocate, Joint Base Andrews, MD. Responsibilities Administer/Manage the Joint Base Andrews Federal Magistrate Court Program. Victim Witness Assistant. Provide legal administrative support to the Staff Judge Advocate, other staff attorneys and Law Office Manager. Provide legal assistance and guidance to clients. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Admin Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: 1. knowledge of the application of various laws, court and/or administrative decisions and interpretations, rules, regulations, policies and procedures which pertain to the administration of particular legal programs in substantive areas of law and highly developed, specialized legal skills and proficiency sufficient to analyze and evaluate relevance of technical evidence or questions which arise in the conduct of specialized legal programs. 2. Knowledge of Federal Magistrates Court System procedures, legal techniques and skills necessary to analyze issues of facts and issues of law in order to evaluate the applicability of the precedents, other litigation papers, advisory opinions or findings; 3. Knowledge of legal and administrative policies and instructions to include a broad spectrum of correspondence, administrative and legal regulations, publications and practices for preparing and reviewing various legal forms, reports and communications for compliance to perform responsible and technical assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of rules, procedures, policies, and programs of the Office of the Staff Judge Advocate to perform the comprehensive legal and procedural work as well as administrative work of the organization such as preparing and editing legal documents and administrative correspondence, performing extensive research in legal cases, maintaining files and records, and assembling information for various legal documents and reports; comprehensive knowledge of legal services and terminology in the area of claims, civil law, military justice, legal assistance, and legal research techniques; and knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents, case files and communications. 2. Ability to make legally sound logical decisions and skill in applying the law to specific situations, resulting in conclusions which are legally supportable. 3 Knowledge of decisions and precedent cases sufficient to perform extensive legal research into the precedent cases, decisions, and opinions that may be applicable; to interpret, explain and present, orally and in writing, relevant findings and conclusions using appropriate language, legal reasoning and organization of facts and ideas, and to assist in case preparation. 4. Knowledge of computer databases and ability to operate computers and computer software programs. A qualified typist is required. 5. Knowledgeable of notary public rules, duties and functions; Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 6. Knowledge of office functions to screen telephone calls and visitors, prepare and review correspondence, and perform other administrative work of the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
