Summary About the Position: This position is located at the G3 Academics Division at Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood. Responsibilities The duties of this position are for the full performance level. The duties at the GS-07grade level are the same but with closer than normal supervision. Apply the Analysis, Design, Development, Implementation and Evaluation (ADDIE) process in the development/design of instructional products. Troubleshoot processes for computer and technology products. Analyze instructional materials to ensure compliance with policy guidance. Identify job requirements, duties, tasks, and elements to establish a framework for occupational training. Perform editorial functions on instructional material, official documents, and correspondence. Determine correct Reading Grade Level (RGL) for each product. Performs as instructor/writer for training products developed by TRADOC and MSCoE departments. If the selection is made at the GS-07 or GS-09 grade level, then there is noncompetitive promotion potential to the GS-11 grade level. Basic Requirement for Instructional Systems Specialist: Degree: Bachelors degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. (2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. (3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Education In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To Qualify at the GS-07 level: Specialized Experience: One year of specialized experience which includes: coordinating with internal and external agencies developing plans to accomplish training development requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing – Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) – Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (“B” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership – Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To Qualify at the GS-09 Level: Specialized Experience: One year of specialized experience which includes: coordinating with internal and external agencies developing plans to accomplish training development requirements; and reviewing training products for adherence to the Analysis, Design, Development, Implementation and Evaluation (ADDIE) model. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To Qualify at the GS-11 Level: Specialized Experience: One year of specialized experience which includes: coordinating with internal and external agencies developing plans to accomplish training development requirements; developing training products applying the Analysis, Design, Development, Implementation and Evaluation (ADDIE) model; and establishing personnel and/or cost requirements for the training program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
