Job/Position DescriptionPerforms routine (journey-level) managerial work in administering daily operations and activities of Public Health Region (PHR) 2/3 Immunizations and Vaccine-Preventable Diseases program for PHR 2/3. Work involves establishing program goals and objectives and measuring accomplishments; developing and/or interpreting program guidelines, procedures and policies; developing staff and operational schedules, priorities and standards to achieve program goals; coordinating and evaluating the business functions and program activities; developing and evaluating program budget and budget report requests, and monitoring budget expenditures. Provides programmatic consultation and technical assistance to regional and agency leadership, agency program staff, local health departments and other governmental agencies, physicianand#146;s offices, clinics, hospitals, community organizations and the public. Responsible for supervision and management of all PHR 2/3 Immunization Program personnel and physical and fiscal resources, as well as programmatic monitoring of and technical assistance to community providers. Responsible for assuring all aspects of PHR 2/3 Immunization Program meet state and federal standards and laws. Position works under moderate supervision, with limited latitude for use of initiative and independent judgment. Member of the Incident Command Structure in response to public health emergencies. Must comply with HHS, DSHS, Texas Department of Public Safety applicable policies/procedures/standards. This position is office-based, 8 am- 5 pm, Monday- Friday. Independent travel throughout Texas is required for the essential job functions of this position.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.PROGRAM MANAGEMENT: Develop and implement strategies for PHR 2/3 immunizations program. Coordinate strategies for the Perinatal Hepatitis B Prevention activities with Public Health Nurse team. Coordinate expansion of regional private/public provider base for vaccination services using approved CDC strategies to improve vaccination rates. Perform and direct staff in performance analysis. Develop action plans to improve performance and initiate new program activities. Research, plan, coordinate and direct development of training for healthcare professionals and the community. Monitor program goals/objectives and set immunization activity priorities. Develop and/or implement administrative and program performance reports. Support community and professional group efforts to assure local availability and appropriate use of vaccines. Meet regularly with supervisor to provide program status updates. Work with regional program managers and community members on outreach plans to establish community immunization-related health objectives; conduct community vaccine clinics and educational outreach efforts. Provide current technical guidance to RMD/public health nurse manager to develop protocols and standing medical orders. Convey information between CDC/Immunization Section and regional leadership. These essential job function will require independent travel throughout the state of Texas.
