What You Will Do :

This position is one member of a 19-person consulting team supporting the United States Transportation Command’s (USTRANSCOM) Program Analysis and Financial Management directorate (TCJ8). This position will be responsible for working with Federal Civil Servants to deliver Budget and Funds Management support to the J8 directorate.

Primary responsibilities of this position include:

Management of Transportation Working Capital Funds (TWCF)

Management of TWCF budgets, expenses, obligations, and spend plans (daily)

Open Document List (ODL) maintenance (daily/weekly)

Development of monthly accrual reporting, status of funds reporting, and other financial related reporting or briefings (monthly)

Year End (YE) Closeout of obligated funds (annually)

Development of ‘request for funding’ documentation (as needed)

Supporting acquisition of financial data for data calls and auditing purposes (as needed)

Development of TWCF Budgets and Forecasts

Updating TWCF Budget Guidance

Consolidation of budget documents from USTRANSCOM Component Commands and USTRANSCOM Staff

Development of TWCF Budget Forecasts and Briefings

Development and implementation of Process Improvement efforts

Identification of Financial Management (FM) related process improvements

Development of FM related process improvement solutions & briefings for government leadership

Implementation & documentation (Standard Operating Procedures, Field Guides, etc..) of improvements

This position is responsible for staying abreast of changing DoD/USTRANSCOM acquisition laws, policies, and directives and provide updates to the TCJ8 on any changes that impact budget and funds management efforts.

The ideal candidate must be capable of working effectively both independently and within professional work teams. They should have adequate experience coordinating efforts across professional work teams and have experience planning efforts/milestones, managing expectations, and maintain clear, effective, and professional communication with our government clients.

All work must be accomplished at the government client site (Scott Air Force Base) during normal day-time business hours (7:00am – 5:00pm) with the exception of planned and approved telework days identified by J8 leadership.

What You Will Need :

US Citizenship and ability to obtain and maintain a SECRET federal security clearance; or higher

Must possess (at minimum) a Bachelor’s degree (advanced degree may waive YOE requirement)

Must have (at minimum) one (1) years’ experience in financial management role requiring the management and forecasting of budgets

Experience using Microsoft Office programs (Outlook, PowerPoint, Excel, & Word)

What Would Be Nice To Have :

Preference to candidates with American Society of Military Comptrollers (ASMC) Certified Defense Financial Manager (CDFM) accreditation

Preference to candidates with experience working in Government Finance (preference to USTRANSCOM, SDDC, or AMC Financial Management experience) and/or managing TWCF Funds

Preference to candidates with experience developing budget forecasts using: Incremental Budgeting , Zero Based Budgeting , Activity-Based Budgeting , and/or Value Proposition methodologies

Preference to candidates with experience developing and applying overhead, G&A, or other finance-related rates

Preference to candidates with Earned Value Management (EVM) certification and/or experience managing programs using EVM methodologies

Preference to candidates with experience using one or more (1) of the following DoD Financial Management systems: Defense Enterprise Accounting & Management System (DEAMS) , Wide Area Work Flow (WAWF) , Commander’s Resource Integration System (CRIS) , Electronic Document Access (EDA) , Procurement Integrated Enterprise Environment (PIEE) , and/or Advana Data Analytics System

Preference to candidates currently in possession of an active secret clearance

Preference to candidates with experience using and navigating SharePoint and MS Teams applications

Preference to candidates with experience developing tools in the following systems: SharePoint , MS Teams , Power Automate , Power Apps , Power BI , and/or MS Access

Preference to candidates with experience identifying and developing Process Mapping

Demonstrated experience developing complex Excel calculations, formulas, macros, pivot tables, charts, and other excel-based tools and features
