Environmental, Permitting & Compliance Director

Location is negotiable within NorthWestern Energys Montana service territory – Billings, Bozeman, Butte, Havre, Great Falls, Helena or Missoula

QUALIFICATIONS INCLUDE:

– Bachelors degree in environmental science, environmental engineering or related field
– Formal training and 10 years of experience in environmental compliance, permitting and siting
– Ability to demonstrate and maintain a good safety record
– Extensive knowledge and demonstrated expertise in federal and state environmental policy, permitting and siting regulations, planning and analysis, MEPA and NEPA compliance, MMFSA compliance, wildlife and raptor management, public involvement, technical writing, and project management
– Basic understanding of environmental-related impacts and permit compliance requirements for right of way and real estate issues associated with utility projects
– Ability to establish and maintain positive, productive working relationships with internal team members, agencies, public groups, and contractors
– Good computer skills and ability to use Microsoft Word and Excel proficiently
– Proficient in negotiating, conflict resolution and problem solving
– Excellent relationship building, communication and interpersonal skills
– Ability to communicate effectively; listening, writing and talking skills Understand energy production and delivery enough to assess impacts and compliance requirements
– Ability to Influence State and Federal energy rules
– Ability to individually lift and carry office supplies up to 35 pounds
– Ability to travel (up to 40% of time), including day trips and overnights, depending on work location and experience
– Ability to pass an employment physical, drug test and background check

DUTIES INCLUDE:

– Provide leadership, direction and support for all environmental permitting, hydro licensing and compliance activities
– Establish and implement objectives that result in successful outcomes for permitting and compliance related activities
– Develop departmental procedures and guidelines
– Coordinate project team work and deliverables
– Prepare work plans, schedules, budgets and execute the work to meet objectives in a timely manner
– Provide accountability for financial targets and reporting
– Effectively communicate with the public and agency personnel and participate in public meetings, while developing trust
– Engage with internal/external customers, consultants and regulatory personnel
– Interface with internal project managers, staff and clients
– Manage and coordinate internal and external resources and contractors as part of multi-disciplinary project teams, at times acting as the environmental team lead
– Build an effective team, drive execution, and report on project status and progress
– Maintain an awareness and communicate new or pending environmental regulations
– Build and maintain relationships with Regulators
– Influence and educate others in the company to promote environmental stewardship
– Determine, understand and manage risk
– Represent and participate in industry organizations to influence regional and national issues
– Adhere to company safety standards
– Ensure all actions are consistent with NorthWestern Energys values, mission, and strategic business objectives

Full-time position.

$105,800 – $172,300 annually, depending on experience.
