Director – Human Services

JOB REQUIREMENTS: Purpose of Position The purpose of this position is to
plan, manage, maintain, organize, direct and administer human services
to meet the needs of eligible county citizens according to applicable
state and federal laws and regulations in accordance with WI Statute 46,
48, 51, and 938 and with department mission and vision. The work is
performed under the direction of the Human Services Board. Essential
Functions To perform this job successfully, an individual must be able
to perform each essential function satisfactorily and in a timely
manner. The following duties are normal for this position. These are not
to be construed as exclusive or all inclusive. Other duties may be
required or assigned. Develops, recommends, administers, and oversees
preparation of department budget. Forecasts staffing, materials and
equipment levels. Reviews and approves billing statements, vouchers,
expenditures and revenues. Develops funding sources including available
grants and secures funds. Prioritizes fund allocations. Reads and
interprets financial reports. Attends and participates in Human Service
Board meetings. Develops meeting agenda with Human Services Board
Chairperson. Prepares and delivers reports and information including
annual report. Attends and participates in County Board Supervisor
meetings as necessary. Prepare Resolutions for the Human Services Board.
Presents reports to County Board and other committees as appropriate.
Prepares and implements policies and procedures according to Committee
directives and applicable laws and regulations. Reviews state mandates
and implements changes to meet mandates. Reviews and approves Unit
policies drafted by supervisors and present to Human Services Board.
Conducts staff meetings. Counsels and advises supervisory personnel
regarding individual cases and other agency matters. Administers staff
personnel matters. Recommends and approves staff hiring, discipline,
discharge and promotions. Allocates personnel. Oversees employee work
performance evaluation. Evaluates supervisory personnel performance.
Receives and acts on employee grievances. Develops job descriptions.
Develops, updates and monitors on-call policies. Establishes employee
orientation and training. Evaluates employee training and professional
development needs. Implements training policies and programs. Approves
training requests and related expense vouchers. Conducts employee
investigation as needed. Establishes and monitors program performance
standards. Coordinates programs and cooperates with other Counties and a
variety of agencies. Acts as department liaison to other agencies, civic
and special interest groups. Acts as Coordinator of Intoxicated Driver
Program. Develops community resources to complement department
functions. Oversees current programming and makes recommendations for
changes to the Human Services Board for efficient use of resources.
Conducts Leadership Team meetings with unit supervisors. Works with the
Leadership team to facilitate communication and coordination between
units of service. Oversee contracts with funding agencies as well as
with provider agencies. Make sure services are delivered in accordance
with contractual requirements. Assure required reports are submitted for
contracts. Make sure provider contracts are maintained according to
audit requirements. Prepare intermediate range plans for Human Services
Board approval. Provide direction to unit supervisors on program
delivery and to assist with resolving complex case issues using least
restrictive measures. Oversee department fleet of vehicles. Make
recommendations for replacement to the Human Services Board as
appropriate. Maintain and replenish vehicle non-lapsing accounts to
maintain a safe working fleet of vehicles. For a complete listing of

OTHER EXPERIENCE AND QUALIFICATIONS: Masters degree in ocial Work,
Psychology, or related area and five years human service agency
experience, or Bachelors Degree and ten years human services
management experience, or any combination of education and experience
that provides equivalent knowledge, skills and abilities that
demonstrates successful experience in Human Service planning and program
development, budgeting and supervisory/management; Valid motor vehicle
operators license and/or available means of transportation required.
