Summary The employee will serve as the Program Analyst in the Healthcare Analysis and Information Group (HAIG) at the Clement J. Zablocki Veterans Affairs Medical Center, in Milwaukee, WI. The Program Analyst specializes in database design, data analysis, programming and requires extensive experience and knowledge of key databases to accomplish the mission. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Functions as a member of the larger team and serves as the analyst within assigned project teams to evaluate the effectiveness, productivity and efficiency of program operations and management. Functions as an automation specialist for all data systems and software utilized by the division. Creates, tests and deploys complex surveys in Qualtrics XM and other Microsoft related software for each project as assigned. Validates and manages survey database implementation of data collection tool (survey) and reporting functions. Prepares documentation related to assigned projects using various computer programs, including databases, spreadsheets, data visualization (tables, graphs, figures, charts, etc.) and integrated systems. Develops surveys in software, including online design, implementation of data collection tool (survey) and reporting functions. Uses programming language to create, modify, test and debug Visual Basic language or script to validate, process and perform data analysis. Advises leadership and project team promptly about possible delays and roadblocks affecting other project timelines and proposes workable solutions. Performs management studies on existing databases and systems utilizing specialized software; and gathers and analyzes data to conduct an analysis of potential solutions. Researches, compiles and analyzes large amounts of raw information and data, find patterns, analyze trends and recommend and summarize information and data concerning designated areas of study. Qualifications SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) year of specialized experience equivalent to the GS-9 level in the Federal service. This experience must have equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized experience includes: applying analytical and evaluative methods/techniques and data tools such as Excel, Visual Basic, programming languages and business intelligence reporting software for project design, data processing, analysis and making recommendations for workable solutions to improve health care delivery systems and clinical programs; using programming language to create, modify, test and debug Visual Basic language or script; developing advanced excel formulas, conditional statements and sets of actions or macros; and preparing documentation using various computer programs, databases, and spreadsheets for data visualization (tables, graphs, charts, etc.). OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED) – Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED) – Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. NOTE: Only graduate education beyond the second year may be used to qualify.
